The agenda for the meeting was timed stamped December 4, 2009 at 8:37 AM in the County Clerk's Office and can be seen Monday thru Friday from 8:00AM to 5:00 PM. The agenda was posted on the south door of the Carter County Commissioners Office on the Court House Annex.

 

The meeting was called to order by Bill McLaughlin at 9:00 AM. Members present were Bill McLaughlin, Kevin Robinson and Dale Ott. Minutes were taken by Cynthia Harmon, Carter County Clerk. Others present at the meeting were Jerry Benson and Ivron McClendon.

 

Robinson made a motion to approve the agenda second by Ott.  Vote: McLaughlin, Robinson and Ott vote yes.

 

No public comments were made.

 

McLaughlin made a motion to approve the minutes of the regular meeting held on November 30, 2009 second by Ott.  Vote: McLaughlin, Robinson and Ott vote yes.

 

Robinson made a motion to approve the minutes of the special meetings for the Carter County Public Facilities Authority held on November 23 and November 30, 2009 second by Ott.  Vote: McLaughlin, Robinson and Ott vote yes.

 

Ott made a motion to bore only on a road crossing for Jefferson Co RWD in Section 35 Township 4 South Range 2 West, second by Robinson.  Vote: McLaughlin, Robinson and Ott vote yes.

 

Robinson made a motion to approve a transfer from County General M&O into Capital Outlay in the amount of $2,600.00, second by Ott.  Vote: McLaughlin, Robinson and Ott vote yes.

 

Robinson made a motion to approve an agreement with Wilson Fire Department for an Engine FT 10-06-01, second by McLaughlin.  Vote: McLaughlin, Robinson and Ott vote yes.

 

Robinson made a motion to table an agreement with Lone Grove Fire Department for an Engine and a Tanker, second by Ott.  Vote: McLaughlin, Robinson and Ott vote yes.

 

McLaughlin made a motion to approve the meeting dates for 2010 for the Board of Carter County Commissioners (see attached), second by Robinson.  Vote: McLaughlin, Robinson and Ott vote yes.

 

Ott made a motion to approve the Holidays for 2010 for Carter County (see attached), second by McLaughlin.  Vote: McLaughlin, Robinson and Ott vote yes.

 

McLaughlin made a motion to approve the following lapsed balances from FY 2008-2009 to FY 2009-2010, second by Ott.  Vote: McLaughlin, Robinson and Ott vote yes.

Robinson made a motion to approve the criteria for safety awards for 2010 (see attached), second by Ott.  Vote: McLaughlin, Robinson and Ott vote yes.

 

Robinson made a motion to approve a letter concerning insurance for ACCO-SIG concerning paying the outstanding balance in the amount of $4,831.27 under protest from our deductible fund, second Ott.  Vote: McLaughlin, Robinson and Ott vote yes.

 

Robinson made a motion to approve the county officers’ reports from the Sheriff Department, the Election Board, the Treasurer, the Health Department, the Assessor, the County Clerk and E911 second by McLaughlin.  Vote: McLaughlin, Robinson and Ott vote yes. 

 

Ott made a motion to approve requisitions for county highway, general government and all cash accounts, second by Robinson.  Vote: McLaughlin, Robinson and Ott vote yes.

 

Ott made a motion to approve the purchase orders for county highway, general government and all cash accounts excluding the reserve purchase order #095324 second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.

 

No new business was discussed.  

 

Ott made a motion to adjourn second by Robinson.  Vote: McLaughlin, Robinson and Ott vote yes.
