The agenda for the meeting was timed stamped November 6, 2009 at 8:50 AM in the County Clerk's Office and can be seen Monday thru Friday from 8:00AM to 5:00 PM. The agenda was posted on the south door of the Carter County Commissioners Office on the Court House Annex.

 

The meeting was called to order by Bill McLaughlin at 9:00 AM. Members present were Bill McLaughlin, Kevin Robinson and Dale Ott. Minutes were taken by Cynthia Harmon, Carter County Clerk. Others present at the meeting were Jerry Benson, Larry Blackledge and Lisa Stewart.

 

McLaughlin made a motion to approve the agenda second by Robinson Vote: McLaughlin, Robinson and Ott vote yes.

 

No public comments were made.

 

Robinson made a motion to approve the minutes of the regular meeting held on November 2, 2009 second by McLaughlin.  Vote: McLaughlin, Robinson and Ott vote yes.

 

Ott made a motion to approve the notice for a prescribed burn on the Corrigan Goddard Ranch West, second by McLaughlin.  Vote: McLaughlin, Robinson and Ott vote yes.

 

Ott made a motion to approve a road crossing for Jefferson Co RWD #1 in Section 9 T4S R2W, second by Robinson.  Vote: McLaughlin, Robinson and Ott vote yes.

 

Robinson made a motion to approve a resolution to dispose of a Hewlett Packard Printer from the County Clerks’ Office, sn USGNS04107, second by Ott.  Vote: McLaughlin, Robinson and Ott vote yes.

 

Ott made a motion to approve the request for four sets of bunker gear for Fox VFD, a 4000 gallon tanker for Springer VFD, a brush truck for Springer VFD with the exception of the rescue truck for Ardmore Air Park which will be considered after all trucks have been bought, second by Robinson.  Vote: McLaughlin, Robinson and Ott vote yes.

 

Ott made a motion to approve the contract with Sneed Fire Department for unit number FT-10-05-02 for a fire truck, second by Robinson.  Vote: McLaughlin, Robinson and Ott vote yes.

 

McLaughlin made a motion to approve the following monthly appropriations, second by Robinson.  Vote: McLaughlin, Robinson and Ott vote yes. Highway, $508,970.42 – Mortgage Certification, $960.00 – GO Bond, $5.98 – County Roads & Improvement, $158.86 – Sales Tax Revolving, $147,748.72 – County Health, $866.87 – Health Special Events, $280.00 – Preservation Fees, $6,395.00 – Mechanic Liens, $2,953.49 – Sheriff Service Fees, $19,661.38 – E911, $11,929.52 – Assessor Revolving Fee, $349.00 – Sheriff Board of Prisoners, $82,919.60 – Court Fund Payroll, $14,536.93 – Court Clerk Revolving Fees, $5,748.10 – County Election Board, $245.35 – Fire Department Sales Tax, $147,391.97 – FEMA, $1,000.00 – Drug Court, $7,437.50.

 

Robinson made a motion to approve county officers’ reports for the Drug Court, County Treasurer, the Election Board, the County Clerk, the Assessor, the Court Clerk, the Sheriff Department and E911 second by Ott.  Vote: McLaughlin, Robinson and Ott vote yes.

 

Robinson made a motion to approve requisitions for county highway, general government and all cash accounts, second by McLaughlin.  Vote: McLaughlin, Robinson and Ott vote yes.

 

McLaughlin made a motion to approve the purchase orders for county highway, general government and all cash accounts second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.

 

No new business was discussed.  

 

McLaughlin made a motion to adjourn second by Ott.  Vote: McLaughlin, Robinson and Ott vote yes.
