The agenda for the meeting was timed stamped October 9, 2009 at 8:52 AM in the County Clerk's Office and can be seen Monday thru Friday from 8:00AM to 5:00 PM. The agenda was posted on the south door of the Carter County Commissioners Office on the Court House Annex.
The meeting was called to order by Bill McLaughlin at 9:00 AM. Members present were Bill McLaughlin, Kevin Robinson and Dale Ott. Minutes were taken by Cynthia Harmon, Carter County Clerk. Others present at the meeting were Jerry Benson, Michael Campbell, Charles Campbell, Rachel Bailey, Claire Murphy, Lynn Ritter, Holly Noble, Adisha Taylor, Allen Bynum and Elaine Bridwell.
McLaughlin made a motion to approve the agenda second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
No public comments were made.
McLaughlin made a motion to approve the minutes of the regular meeting held on October 5, 2009 second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve the low bid for architectural services for the EECBG from Blackledge and Associates in the amount of $7,200.00 with the understanding that this is paid dependent up the grant being awarded, second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes. The other two bids received were from Barrett L Williams Architects for $49,125.00 and Mass Architects Inc and Eva Osborne for $21,000.00.
Robinson made a motion to approve accepting the CDBG grant as complete, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve the monthly appropriations, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.

Ott made a motion to approve advertising for bids to remove the metal roof at District #3 and replace the roof and add insulation, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Rachel Bailey made a presentation and informed the Board that the Little Dixie Self Help Housing was no longer with Big Five but had an office located at 25 W Broadway, Ste 100 where they are still building homes for low income families everywhere in Carter County except inside the City Limits of Ardmore, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve a transfer from Assessor Revolving Fees M&O (3100-2005) into Sheriff Sales Tax Capital Outlay (0401-3005) in the amount of $3,500.00, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve the contracts for vehicles with the following fire departments: Ratliff City Fire Department for unit FT10-07-01 – Fox-Graham Fire Department for unit FT10-09-03 – Dillard Fire Department FT10-11-02 – Dickson Fire Department for unit FT10-10-04 – Criner Hills Fire Department for unit FT10-12-03 and Ardmore Airpark for unit FT10-13-01 pending the approval by the City of Ardmore City Council, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve the county officers’ reports for the Court Clerk and the Sheriff Department second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve requisitions for county highway, general government and all cash accounts, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve the purchase orders for county highway, general government and all cash accounts second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
New business was discussed. Claire Murphy discussed the pending EECBG grant and how the Department of Energy would like the board to maximize the use of the grant to include more community involvement concerning energy efficient uses within Carter County homes and business.
Robinson made a motion to adjourn second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
