The agenda for the meeting was timed stamped September 4, 2009 at 8:37 AM in the County Clerk's Office and can be seen Monday thru Friday from 8:00AM to 5:00 PM. The agenda was posted on the south door of the Carter County Commissioners Office on the Court House Annex.
The meeting was called to order by Bill McLaughlin at 9:00 AM. Members present were Bill McLaughlin, Kevin Robinson and Dale Ott. Minutes were taken by Cynthia Harmon, Carter County Clerk. Others present at the meeting were Jerry Benson, Claire Murphy, Glenn Sappington, Doug Loder, Betsy Wright and Pud Wood.
McLaughlin made a motion to approve the agenda second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
No public comments were made.
McLaughlin made a motion to approve the minutes of the regular meetings held on August 31, 2009 second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve the appointment of Douglas Loder to the Carter County Excise Board, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve resolution 2009-2010-3 to credit General Government Election Board with reimbursement from any entity with which the Election Board headed any election, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve the bid from Dan Barkley Sales for a 2000 gallon tanker truck in the amount of $24,450.00 for a 1998 Ford F80 Truck, second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes. One other bid was received from Kirby Smith for a 2005 Rosco in the amount of $48,000.00.
Robinson made a motion to approve the following appropriations, second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes. County Highway, $467,342.30 – Health Department, $651.76 – Sales Tax Revolving, $149,868.67 – County Roads and Improvement, $279.87 – Sheriff Service Fees, $18,259.52 – Court Fund Payroll, $15,869.51 – E911, $18,641.74 – Sheriff Board of Prisoners, $128,943.55 – Court Clerk Revolving Fees, $5975.09 – Sheriff Commissary, $9,437.60 – Assessors Revolving Fees, $835.90 – Fire Department Sales Tax, $149,091.73 – Drug Court, $14,875.00 – Mechanic Liens, $7,556.54 – GO Bond, $10.65 – Preservation Fees, $6,250.00 – Mortgage Certification Fees, $850.00
Robinson made a motion to approve advertising for bids for administrative services for an Energy Efficient Conservation Block Grant for Carter County, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve advertising for bids for architectural services for an Energy Efficient Conservation Block Grant for Carter County, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve the county officer report for the Drug Court, the County Clerk, the Assessor, the Sheriff Department, the Court Clerk and the Election Board second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve requisitions for county highway, general government and all cash accounts, second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve the purchase orders for county highway, general government and all cash accounts with the exception of purchase order 10-1039, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
No new business was discussed.
