The agenda for the meeting was timed stamped August 17, 2009 at 8:06 AM in the County Clerk's Office and can be seen Monday thru Friday from 8:00AM to 5:00 PM. The agenda was posted on the south door of the Carter County Commissioners Office on the Court House Annex.
The meeting was called to order by Bill McLaughlin at 9:00 AM. Members present were Bill McLaughlin, Kevin Robinson and Dale Ott. Minutes were taken by Cynthia Harmon, Carter County Clerk. Others present at the meeting were Jerry Benson, Steve Beihn, Rudy Stewart, Jodi Casey and Steve Dyer.
McLaughlin made a motion to approve the agenda second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
No public comments were made.
McLaughlin made a motion to approve the minutes of the regular meetings held on August 17, 2009 second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to take no action on the paperwork and contract for Liberty Insurance, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve the payroll for all county employees, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve the annual report of the Carter County Sheriff which showed an increase of $78,831.39 from last year, second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve the bid from Ox Bodies for 2009 18” Flat Dump in the amount of $12,464.45, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to appoint Paul Tucker as receiving officer along with Shelly Stahlbusch for EOC replacing Jammey Howard, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve advertising for bids for a 2000 gallon tanker, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve a county deed to Melvin or Jean Pendley for Dundee Addition, Block 17 Lots 19, 20, 22 Block 14 Lots 6, 7, 8 and 9, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve a county deed to Paul Ellenberg for Ardmore Lots and Blocks, Block 398 North ½ of Lot 4, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve resolution 2009-2010-1 for a reap grant for Fox-Graham Fire Department, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve resolution 2009-2010-2 for a reap grant for Sneed Fire Department, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to enter into Execution Session per Title 25 OS, § 307(B) (4), confidential communication between the Board of Carter County Commissioners and its attorney, Jodi S Casey concerning the case of Maxwell v Carter County, second by Ott. Ott made a motion to approve the county officer report for the District Attorney, second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve requisitions for county highway, general government and all cash accounts, second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve the purchase orders for county highway, general government and all cash accounts, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
