The agenda for the meeting was timed stamped July 24, 2009 at 8:27 AM in the County Clerk's Office and can be seen Monday thru Friday from 8:00AM to 5:00 PM. The agenda was posted on the south door of the Carter County Commissioners Office on the Court House Annex.
The meeting was called to order by Bill McLaughlin at 9:00 AM. Members present were Bill McLaughlin, Kevin Robinson and Dale Ott. Minutes were taken by Cynthia Harmon, Carter County Clerk. Others present at the meeting were Jerry Benson and Steve Beihn.

Robinson made a motion to take no action on an oil and gas lease request on the Gene Autry Cemetery from Chesapeake Exploration LLC, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve the payroll for all county employees, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve the engineering contract for project BRF-NBIL (223) CO for $33,140.00, second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve declaring surplus the following items: 1997 Tandem Dump Truck SN 1M2P267C2VM029507 and a 1998 Tandem Dump Truck SN 1M2P267C8WM037158, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.

Robinson made a motion to approve a transfer from Assessor Revolving M&O (3100-2005) into E911 M&O for $300.00, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve the 3 year paid up oil and gas lease on the Gene Autry Cemetery in Section 13 Township 3 South Range 2 East to XTO Energy Inc with 3/16th royalty for $750.00, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
