The agenda for the meeting was timed stamped July 1, 2009 at 8:56 AM in the County Clerk's Office and can be seen Monday thru Friday from 8:00AM to 5:00 PM. The agenda was posted on the south door of the Carter County Commissioners Office on the Court House Annex.
The meeting was called to order by Bill McLaughlin at 9:00 AM. Members present were Bill McLaughlin, Kevin Robinson and Dale Ott. Minutes were taken by Cynthia Harmon, Carter County Clerk. Others present at the meeting were Jerry Benson, Jerry Barton, Lisa Stewart and Sean Abbananto.

Ott made a motion to advertise for bids for a mobile shelving system for the Court Clerk, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve declaring a 2006 Dura-Patcher Asphalt Repair Machine serial #14149 as surplus, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve declaring a Belshe Trailer serial #16JF01629M10 and a Flat Bed Trail 8’X12’ serial #1E9BD152XP1083003 as surplus and put into the county auction on July 8, 2009, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve the co-operative agreement with Chickasaw Nation for Chad Street in Springer in District #1, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve the lease on county land owned in Section 13 T3S R2E to XTO Energy Inc for option 1 for a bonus consideration of $300/per net mineral acre, reserving a 3/16” royalty and a three year primary term, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve the request from the fire tax advisory board for a 4000 gallon tanker for Sneed VFD, 2 sets of bunker gear for Fox VFD and 5 sets of wildland gear for Springer VFD, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to take no action on the presentation from Liberty National Insurance on the differences type of coverage that they provide, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve advertising for 6 month bids on a Crane, Crane Operator and Drop Hammer, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve county officer reports for the County Treasurer, the County Assessor, the County Clerk and Health Department second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to take no action on requisitions for county highway, general government and all cash accounts, second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve the purchase orders for county highway, general government and all cash accounts, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
No new business was discussed.
