The agenda for the meeting was timed stamped June 30, 2009 at 8:56 AM in the County Clerk's Office and can be seen Monday thru Friday from 8:00AM to 5:00 PM. The agenda was posted on the south door of the Carter County Commissioners Office on the Court House Annex.
The meeting was called to order by Bill McLaughlin at 9:00 AM. Members present were Bill McLaughlin, Kevin Robinson and Dale Ott. Minutes were taken by Cynthia Harmon, Carter County Clerk.
McLaughlin made a motion to approve the agenda second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.

McLaughlin made a motion to approve the minutes of the regular meetings held on June 29, 2009 second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve the temporary budget for 2009-2010 for Carter County for 80% of last year’s approved budget, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve the following lapsed balances from 2008-2009 to 2009-2010, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes. Court Clerk Revolving Fund, $297,206.52, Court Fund Payroll, $23,766.36, County Road and Improvements, $552,703.63, Preservation Fees, $171,394.66, Assessor Revolving Fee, $14,733.90, Delinquency Prevention, $1,380.00, Drug Court Revolving Fund, $4,567.82, E911, $181,796.94, FEMA, $92,570.91, Fire Department Sales Tax, $500,000.00, GO Bond, $19,847.20, Health Special Events, $10,021.34, Highway, $4,362,602.08, Mechanic Liens, $165,972.51, Mortgage Certification Fee, $62,501.96, Sales Tax Revolving, $2,894,679.23, Sheriff Board of Prisoners, $378,601.56, Sheriff Drug Enforcement, $450.00, Sheriff Commissary, $38,131.74, Sheriff Estray Animal, $2,714.91, Sheriff Service Fees, $235,978.15.
Ott made a motion to approve the agreements for Detention Alternative Services for Jerome Coffey, Dawn Coffey, Lanette Coffey and April Armstrong, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve the juvenile detention contracts for 2009-2010 with Canadian County ($19.31), Western Plains ($29.35), Pottawatomie County ($20.39), Sequoyah Enterprises ($23.26), Oklahoma Juvenile Justice ($23.26), Communityworks ($19.81), Texas County ($29.36), Muskogee Youth Services ($23.27), Osage County ($27.05), and Sac and Fox ($21.11), second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve the license agreements with Kellpro and District #1 for $1,910.00, District #2 for $1,150.00, District #3 for $1,150.00, County Clerk for $26,570.00, County Commissioner for $1,150.00 and the County Sheriff for $1,640.00, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve the contract with the Carter County Health Department and the City of Healdton for $100.00 per month, Pitney Bowes for $183.00 for Ardmore $78.00 for Healdton, Gila Enterprises for $45.00 per visit, Guardian Pest and Termite for $89.00, Professional Office Equipment for $1,650.00 on a AF-3035SP copier and $480.00 for a Aficio 220 copier, Rebecca Briley for $5,000.00, Carson Cohee for $9,000.00, Sanders Bledsoe and Hewitt for $475.00 and Life Cycles for $40.79 for basic reading/report and $51.91 for examination and procedure, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve a contract with the County Assessor and Visual Lease Services for $40,500.00, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve a contract with Sanders, Bledsoe and Hewitt for $7,200.00, second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve a contract with Professional Office Equipment on a Ricoh copier for $240.00, second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve the renewal of the cooperative agreement between the US Department of Agriculture Aphis-Wildlife Service for $2,400.00, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to take no action on county officer reports, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve the requisitions for county highway, general government and all cash accounts, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to take no action on the purchase orders for county highway, general government and all cash accounts, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
No new business was discussed.
