The agenda for the meeting was timed stamped May 8, 2009 at 9:00 AM in the County Clerk's Office and can be seen Monday thru Friday from 8:00AM to 5:00 PM. The agenda was posted on the south door of the Carter County Commissioners Office on the Court House Annex.
The meeting was called to order by Bill McLaughlin at 9:00 AM. Members present were Bill McLaughlin, Kevin Robinson and Dale Ott. Minutes were taken by Theresa Jackson, Carter County Clerk Deputy. Others present at the meeting were Jerry Benson and Steve Beihn.
McLaughlin made a motion to approve the agenda with new business added of a NRCS agreement second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
No public comments were made.
McLaughlin made a motion to approve the minutes of the regular meeting held on May 4, 2009 second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve a bridge project Br-NBIS (602) CO, JP 12996(11), second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve a transfer from Sheriff Capital Outlay for $2,317.00 from Detention Personal Services for $15,000.00 and from Detention Capital Outlay for $55,659.00 into County General M & O for $72,976.00, second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve adverting for bids for Bunker Gear and Wildland Gear, second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve the following monthly appropriations, second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes.

Robinson made a motion to table opening bids on the audio/visual equipment, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve a county deed to Paul Ellenberg for Ardmore Lots and Blocks, Block 389 part of Lot 9, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve a road crossing in
Section 29 Township 3
South Range 2 East from Oklahoma Midstream Gas Services LLC, second by
Robinson. Vote: McLaughlin, Robinson and
Ott vote yes.
Ott made a motion to approve the county officer reports from the Sheriff, E911 and the Court Clerk second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve the requisitions for county highway, general government and all cash accounts, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve the purchase orders for county highway, general government and all cash accounts, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
New business was discussed. Robinson made a motion to approve the agreement with Natural Resources Conservation Services to assist with funds to help with repairs caused by the recent heavy rains, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to adjourn second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
