The agenda for the meeting was timed stamped April 24, 2009 at 8:33 AM in the County Clerk's Office and can be seen Monday thru Friday from 8:00AM to 5:00 PM. The agenda was posted on the south door of the Carter County Commissioners Office on the Court House Annex.
The meeting was called to order by Bill McLaughlin at 9:00 AM. Members present were Bill McLaughlin, Kevin Robinson and Dale Ott. Minutes were taken by Cynthia Harmon, Carter County Clerk. Others present at the meeting were Jerry Benson, Mindy Spohn, Ed Reed and Steve Beihn.
Robinson made a motion to approve the agenda second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes.
No public comments were made.
McLaughlin made a motion to approve the minutes of the regular meeting held on April 20, 2009 second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve the minutes of the special meeting for the Carter County Public Facilities Authority on April 20, 2009, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion not issue the burn ban for seven days for Carter County, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve the payroll for all county employees, second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve Jammey Howard and Butch Bridges being receiving officers for County General and the County Commissioners, second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve a transfer from District 1, 2 and 3 Maintenance Operations into County General Maintenance and Operations for $105,551.00, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to reject the road crossings from Oklahoma Midstream Gas Services LLC in Sections 20, 29 and 30 T3S R2E, second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve the ground maintenance agreement for the Health Department with Rebecca Briley for $20.00 per hour for the contract not to exceed $2,000.00, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve the Pitney Bowes Agreement for the Health Department for $61.00 per month for 60 months, second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve the Emergency Management Performance Grant, second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve county deeds to Randy and Paula Mashburn for Ardmore Lots and Blocks, Block 318 part of Lot 8 and Block 212 part of Lot 2, second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve county deeds to Paul Ellenberg for Ardmore Lots and Blocks, Block 342 part of Lots 2 and 3, Block 495 part of Lot 3 and Block 496 part of Lot 5, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to table the contract for Regional Juvenile Detention Center until June, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to accept the resignation of County Commissioner appointee to the Excise Board, Mr. Clifford D. Brown, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to take no action on county officer report second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve the requisitions for county highway, general government and all cash accounts, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve the purchase orders for county highway, general government and all cash accounts, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
No new business was discussed.
