The agenda for the meeting was timed stamped April 9, 2009 at 8:53 AM in the County Clerk's Office and can be seen Monday thru Friday from 8:00AM to 5:00 PM. The agenda was posted on the south door of the Carter County Commissioners Office on the Court House Annex.
The meeting was called to order by Bill McLaughlin at 9:00 AM. Members present were Bill McLaughlin, Kevin Robinson and Dale Ott. Minutes were taken by Cynthia Harmon, Carter County Clerk. Others present at the meeting were Jerry Benson, David Gilley, Ed Reed, Lisa Stewart, Marianne B Elfert and Steve Beihn.
Robinson made a motion to approve the agenda with new business added to include the mutual aid agreement with the City of Lone Grove second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes.
No public comments were made.
McLaughlin made a motion to approve the minutes of the regular meeting held on April 6, 2009 and the special meeting held on April 3 2009 second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion not issue the burn ban for seven days for Carter County, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to reject all bids for ammunition, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve a transfer from the Sheriff Detention Personal Services into Capital Outlay for $70,000.00, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve a transfer from the Election Board M&O into Part Time Salaries for $342.56, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to advertise for bids county property located at Ardmore Lots and Blocks, Block 389 part of Lot 9, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve the county deeds to Paul Ellenberg for county property located at Park City Addition Block 4 Lots 10 & 11, Ardmore Lots and Blocks, Block 258 part of lot 1, Block 392 part of Lot 1, Block 395 E/2 of Lot 7, Block 315 part of Lot 6, Block 398 part of Lot 3 and Moffetts Re-Sub, Block 399-A Lots 1 & 10, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve the county deeds to Randy and Paula Mashburn for county property located at Ardmore Lots & Blocks, Block 164 E50’ of Lot 6, Block 312 part of Lot 5, Block 392 E/2 of Lot 7, Block 393 part of lot 5, Block 398 part of Lot 3, Park City Addition Block 3 Lot 6, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to take no action on county officer reports second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve the requisitions for county highway, general government and all cash accounts, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve the purchase orders for county highway, general government and all cash accounts, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
New business was discussed. Robinson made a motion to approve a post event mutual aid agreement between the City of Ardmore and Carter County for the debris removal and proper disposal of the debris, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to adjourn second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
