The agenda for the meeting was timed stamped February 27, 2009 at 8:53 AM in the County Clerk's Office and can be seen Monday thru Friday from 8:00AM to 5:00 PM. The agenda was posted on the south door of the Carter County Commissioners Office on the Court House Annex.
The meeting was called to order by Kevin Robinson at 9:00 AM. Members present were Kevin Robinson and Dale Ott. Minutes were taken by Theresa Jackson, Carter County Clerk Deputy. Others present at the meeting were Jerry Benson, David Van Nostrand, Joe Dutton, David Gilley, Larry B Akers and Ed Reed.
Robinson made a motion to approve the agenda second by Ott. Vote: Robinson and Ott vote yes.

Ott made a motion to approve the minutes of the regular meeting held on February 23, 2009 second by Robinson. Vote: Robinson and Ott vote yes.
Ott made a motion to approve resolution 2008-2009-16 renewing the burn ban for seven days for Carter County, second by Robinson. Vote: Robinson and Ott vote yes.
Robinson made a motion to approve the request from Joseph Dutton to have a prescribed burn at the Ardmore Airpark second by Ott. Vote: Robinson and Ott vote yes.
Ott made a motion to approve the hazard mitigation plan for Carter County, second by Robinson. Vote: Robinson and Ott vote yes.
Robinson made a motion to approve a transfer from Sheriff M&O into Capital Outlay for $30,000.00 and from Detention M&O into Capital Outlay for $42,000.00, second by Ott. Vote: Robinson and Ott vote yes.
Ott made a motion to approve advertising for bids for bullet trap material for the firing range second by Robinson. Vote: Robinson and Ott vote yes.
Ott made a motion to approve the low bid from Lone Grove Discount Hardware for building material for the firing range in the amount of $13,764.57, second by Robinson. Vote: Robinson and Ott vote yes. The other bid was from J&I Manufacturing Inc for $15,683.06.
Ott made a motion to approve the receiving officer for District #3 to be Kimberly Keeton, second by Robinson. Vote: Robinson and Ott vote yes.
Robinson made a motion to approve the request from the advisory board to purchase two 4,000 gallon tankers for Fox and Dillard and a 2,000 gallon tanker for Criner Hills, second by Ott. Vote: Robinson and Ott vote yes.
Robinson made a motion to approve an agreement between the 20th District Drug Court and Carter County to administer $7,000.00, second by Ott. Vote: Robinson and Ott vote yes.
Robinson made a motion to approve Patricia Goodin as requisition officer and J.L. Self as receiving officer for the 20th District Drug Court, second by Ott. Vote: Robinson and Ott vote yes.
Robinson made a motion to approve declaring a 1979 Ford Fire Truck from Gene Autry as surplus with the serial number as #F37SKDE7145, second by Ott. Vote: Robinson and Ott vote yes.
Robinson made a motion to approve county officer report from the Health Department second by Ott. Vote: Robinson and Ott vote yes.
Robinson made a motion to approve the requisitions for county highway, general government and all cash accounts, second by Ott. Vote: Robinson and Ott vote yes.
Ott made a motion to approve the purchase orders for county highway, general government and all cash accounts, second by Robinson. Vote: Robinson and Ott vote yes.
