The agenda for the meeting was timed stamped February 20, 2009 at 8:21 AM in the County Clerk's Office and can be seen Monday thru Friday from 8:00AM to 5:00 PM. The agenda was posted on the south door of the Carter County Commissioners Office on the Court House Annex.

 

The meeting was called to order by Bill McLaughlin at 9:00 AM. Members present were Bill McLaughlin and Dale Ott. Minutes were taken by Cynthia Harmon, Carter County Clerk. Others present at the meeting were Jerry Benson, Jerry Barton, Eric Dellinger, Kenneth Walker, David Van Nostrand, Judy Soos, Larry B Akers, Steve Somerlott, David R Golden, Debbie Taylor, William Littrell, Leland McDaniel and Ed Reed.

 

Ott made a motion to approve the agenda second by McLaughlin.  Vote: McLaughlin and Ott vote yes.

 

No public comments were made.  

 

McLaughlin made a motion to approve the minutes of the regular meeting held on February 17, 2009 second by Ott.  Vote: McLaughlin and Ott vote yes.

 

McLaughlin made a motion to approve resolution 2008-2009-15 renewing the burn ban for seven days for Carter County, second by Ott.  Vote: McLaughlin and Ott vote yes.

 

Ott made a motion to approve the request from Kenneth Walker to have a prescribed burn at 1289 Davis Road between 9:00 AM – 5:00 PM from February 24, 2009 to March 31, 2009 second by McLaughlin.  Vote: McLaughlin and Ott vote yes.

 

David Golden with DEQ provided the board with criteria of guidelines that must be fulfilled before the removal of debris could be started.  Ott made a motion to take no action, second by McLaughlin.  Vote: McLaughlin and Ott vote yes.

 

Ott made a motion to table the hazard mitigation plan for Carter County, second by McLaughlin.  Ott made a motion to approve the application process for the hazard mitigation plan, second by McLaughlin.  Vote: McLaughlin and Ott vote yes.

 

McLaughlin made a motion to approve the payroll for all carter county employees, second by Ott.  Vote: McLaughlin and Ott vote yes.

 

McLaughlin made a motion to approve a request for payment on CB-110D (115) in the amount of $75,660.86 on Mt Washington Road, second by Ott.  Vote: McLaughlin and Ott vote yes.

 

McLaughlin made a motion to approve a request for payment on CB-110(210) in the amount of $77,265.32 on Anadarche Creek, second by Ott.  Vote: McLaughlin and Ott vote yes.

 

McLaughlin made a motion to approve advertising for bids for a backhoe trailer, second by Ott.  Vote: McLaughlin and Ott vote yes.

 

McLaughlin made a motion to approve advertising for bids for a diesel operated generator, second by Ott.  Vote: McLaughlin and Ott vote yes.

 

Ott made a motion to approve advertising for bids for a pumper for Wilson VFD and Lone Grove VFD and bunker gear for Criner Hills, Springer and Fox VFD, second by McLaughlin.  Vote: McLaughlin and Ott vote yes.

 

Ott made a motion to approve a claim form in the amount of $1,050.00 for the completion of final plans for the Bull Creek project, second by McLaughlin.  Vote: McLaughlin and Ott vote yes.

 

Ott made a motion to approve the contract with Oracle Credit Corporation and the Carter County Assessor’s Office for $19,000.00, second by McLaughlin.  Vote: McLaughlin and Ott vote yes.

 

Ott made a motion to take no action county officer reports second by McLaughlin. Vote: McLaughlin and Ott vote yes.

 

McLaughlin made a motion to approve the requisitions for county highway, general government and all cash accounts, second by Ott.  Vote: McLaughlin and Ott vote yes.

 

McLaughlin made a motion to approve the purchase orders for county highway, general government and all cash accounts, second by Ott. Vote: McLaughlin and Ott vote yes.

 

No new business was discussed.
