The agenda for the meeting was timed stamped February 12, 2010 at 8:56 AM in the County Clerk's Office and can be seen Monday thru Friday from 8:00AM to 5:00 PM. The agenda was posted on the south door of the Carter County Commissioners Office on the Court House Annex.

 

The meeting was called to order by Kevin Robinson at 9:00 AM. Members present were Kevin Robinson, Dale Ott and Bill McLaughlin. Minutes were taken by Cynthia Harmon, Carter County Clerk. Others present at the meeting were Jerry Benson, Ward Hill and Jim Hughes.

 

Robinson made a motion to approve the agenda second by Ott.  Vote: McLaughlin, Robinson and Ott vote yes.

 

No public comments were made.

 

Ott made a motion to approve the minutes of the regular meeting held on February 8, 2010 second by McLaughlin.  Vote:  Robinson, Ott and McLaughlin vote yes.

 

Ott made a motion to approve accepting the free energy audit presentation from Chevron, second by Robinson.  Vote:  Robinson, Ott and McLaughlin vote yes.

 

Ott made a motion to approve a road crossing permit to bore only from Tom Wittrock is Section 27 T5S R3W, second by McLaughlin.  Vote:  Robinson, Ott and McLaughlin vote yes.

 

Robinson made a motion to approve a road crossing permit from Jefferson Co RWD #1 in Section 6 T4S R2W, second by Ott.  Vote:  Robinson, Ott and McLaughlin vote yes.

 

Ott made a motion to approve a modification of the FY2010 Contract Renewal for alternatives to Detention/Transportation to no longer reimburse for own home detention, second by Robinson.  Vote:  Robinson, Ott and McLaughlin vote yes.

 

Robinson made a motion to table the bid open for a Chipspreader, second by Ott.  Vote:  Robinson, Ott and McLaughlin vote yes. Bids received were from CL Boyd for a no bid and from Van Keppel for a 2010 Etnyre 12-24 Chipspreader in the amount of $236,200.00.

 

Robinson made a motion to approve a 3 year oil and gas lease from RD Williams and Company in Section 1 T3S R2E with 3/16ths royalty in 5.5 mineral acres @ 250.00 per acre, second by Ott.  Vote:  Robinson, Ott and McLaughlin vote yes.

 

Robinson made a motion to approve the ODOT Emergency Relief Program for Federal Aid Routes with the option that Carter County will not seek reimbursement for debris removal on the major collectors from the severe winter storm of January 28-30, 2010, second by Ott.  Vote:  Robinson, Ott and McLaughlin vote yes.

 

Ott made a motion to approve the following monthly appropriations, second by McLaughlin.  Vote:  Robinson, Ott and McLaughlin vote yes.

Ott made a motion to approve the county officers’ reports E911 and the County Assessor second by Robinson.  Vote:  Robinson, Ott and McLaughlin vote yes.

 

Robinson made a motion to approve requisitions for county highway, general government and all cash accounts, second by Ott.  Vote:  Robinson, Ott and McLaughlin vote yes.

 

Robinson made a motion to approve the purchase orders for county highway, general government and all cash accounts second by Ott. Vote:  Robinson, Ott and McLaughlin vote yes.

 

New business was discussed. Robinson made a motion to approve sending an Open Records Act request to Sig-Sif, second by Ott.  Vote:  Robinson, Ott and McLaughlin vote yes.

 

Robinson made a motion to approve the Disaster Emergency Proclamation for the damage which occurred from the blizzard on December 24th, 2009, second by Ott.  Vote:  Robinson, Ott and McLaughlin vote yes.

 

Robinson made a motion to adjourn second by Ott.  Vote: McLaughlin, Robinson and Ott vote yes.
