The agenda for the meeting was timed stamped January 22, 2010 at 8:48 AM in the County Clerk's Office and can be seen Monday thru Friday from 8:00AM to 5:00 PM. The agenda was posted on the south door of the Carter County Commissioners Office on the Court House Annex.
The meeting was called to order by Kevin Robinson at 9:00 AM. Members present were Kevin Robinson, Dale Ott and Bill McLaughlin. Minutes were taken by Cynthia Harmon, Carter County Clerk. Others present at the meeting were Jerry Benson, Nadine Goode, Paul Tucker and Lisa Stewart.
Ott made a motion to approve the agenda second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes.
No public comments were made.
Robinson made a motion to approve the minutes of the regular meeting held on January 19, 2010 second by Ott. Vote: Robinson, Ott and McLaughlin vote yes.
Nadine Goode spoke to the board about having to get out an open a gate before she could get to her land located behind the firing range. Ott made a motion to take no action, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve a road crossing from XTO Energy from Section 14 T3S R2E to bore only, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve a transfer from the Assessor Travel (1700-1305) into the Sheriff Service Fee Travel in the amount of $422.96, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to approve payroll for all county employees, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve advertising for bid the following county property, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.

Robinson made a motion to approve a road crossing from Brown Construction in Section 35 T3S R3W for trenching and boring, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to take no action on the county officers’ reports second by McLaughlin. Vote: Robinson, Ott and McLaughlin vote yes.
Ott made a motion to approve requisitions for county highway, general government and all cash accounts, second by Robinson. Vote: Robinson, Ott and McLaughlin vote yes.
Robinson made a motion to approve the purchase orders for county highway, general government and all cash accounts second by Ott. Vote: Robinson, Ott and McLaughlin vote yes.
No new business was discussed.
Ott made a motion to adjourn second by McLaughlin. Vote: McLaughlin, Robinson and Ott vote yes.
