The agenda for the meeting was timed stamped January 4, 2010 at 8:54 AM in the County Clerk's Office and can be seen Monday thru Friday from 8:00AM to 5:00 PM. The agenda was posted on the south door of the Carter County Commissioners Office on the Court House Annex.

 

The meeting was called to order by Kevin Robinson at 9:00 AM. Members present were Kevin Robinson, Dale Ott and Bill McLaughlin. Minutes were taken by Cynthia Harmon, Carter County Clerk. Others present at the meeting were Jerry Benson and Lisa Stewart.

 

Ott made a motion to approve the agenda second by Robinson.  Vote: McLaughlin, Robinson and Ott vote yes.

 

No public comments were made.

 

Robinson made a motion to approve the minutes of the regular meeting held on January 4, 2010 second by Ott.  Vote:  Robinson, Ott and McLaughlin vote yes.

 

Robinson made a motion to approve resolution 2009-2010-6 for the election of the fair board members for District 1, second by McLaughlin.  Vote:  Robinson, Ott and McLaughlin vote yes.

 

Robinson made a motion to formally adjourn the executive session of January 4 and January 11, 2010 with no action being taken by Carter County concerning Shawnda Maxwell v. Carter County, a political subdivision by being sued in the name of the Board of County Commissioners of Carter County, etal.  Case No. CIV-09-216-RAW second by Ott.  Vote:  Robinson, Ott and McLaughlin vote yes.

 

Ott made a motion to approve the following monthly appropriations, second by Robinson.  Vote:  Robinson, Ott and McLaughlin vote yes.

Robinson made a motion to approve the county officers’ reports for the Sheriff Department, the Treasurer, the Court Clerk, the Election Board, the Assessor, E911and the County Clerk second by McLaughlin.  Vote:  Robinson, Ott and McLaughlin vote yes.

 

McLaughlin made a motion to approve requisitions for county highway, general government and all cash accounts, second by Robinson.  Vote:  Robinson, Ott and McLaughlin vote yes.

 

McLaughlin made a motion to approve the purchase orders for county highway, general government and all cash accounts second by Robinson. Vote:  Robinson, Ott and McLaughlin vote yes.

 

New business was discussed. Ott made a motion to approve two lapsed balances: 1 for Preservation Fee for $35.26 and 1 for Fire Department Sales Tax for $117,754.12, second by McLaughlin.  Vote:  Robinson, Ott and McLaughlin vote yes.

 

The Board toured the Carter County Detention Facility along with Sheriff Ken Grace, Undersheriff Milton Cooper and the Jail Administrator Chris Douthit.

 

Robinson made a motion to adjourn second by Ott.  Vote: McLaughlin, Robinson and Ott vote yes.
