The agenda for the meeting was timed stamped January 2, 2009 at 8:56 AM in the County Clerk's Office and can be seen Monday thru Friday from 8:00AM to 5:00 PM. The agenda was posted on the south door of the Carter County Commissioners Office on the Court House Annex.
The meeting was called to order by Dale Ott at 9:00 AM. Members present were Dale Ott, Bill McLaughlin and Kevin Robinson. Minutes were taken by Cynthia Harmon, Carter County Clerk. Others present at the meeting were Jerry Benson, Steve Smith, Ed Reed and Steve Beihn.
Ott made a motion to approve the agenda second by Robinson. Vote: Ott, McLaughlin and Robinson vote yes.
No public comments were made.
Ott made a motion to nominate Bill McLaughlin as Chairman and Kevin Robinson as Vice Chairman of the Board of County Commissioner for 2009, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve the minutes of the regular meeting held on December 29, 2008 second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve resolution 2008-2009-08 to extend the burn ban for an additional seven days, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Ott made a motion to table the memo of agreement with SOAS for emergency response, second by Robinson. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve advertising for six month bids for Kiln Dust, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve granting an exemption from the county wide burn ban for a controlled burn from Steven Smith of the Noble Foundation, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
Robinson made a motion to approve advertising for six month bids for a Milling Machine with a minimum 7’ cut and 500 horsepower with operator and water truck, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve a road crossing in District #1 to bore only in Section 24 Township 3 South Range 2 East to Wagner & Brown Gas Gathering LLC, second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve the county officer reports for the County Clerk and the County Treasurer second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
McLaughlin made a motion to approve the requisitions for county highway, general government and all cash accounts, second by Robinson. Vote: Ott, McLaughlin and Robinson vote yes.
McLaughlin made a motion to approve the purchase orders for County Highway, General Government and all cash accounts second by Ott. Vote: McLaughlin, Robinson and Ott vote yes.
No new business was discussed.
The County Commissioner took their annual tour of the Carter County Detention Facility.
